       Judge's Ballot for EXTEMPORANEOUS SPEECH

Category Instructions: Participants will draw three topics, one from    each of three current affairs content areas (International affairs, U.S. national, and Japan national) and choose one. Participants will have one-hour preparation time in the library of the host school, during which they must research, organize, write and rehearse their speech. Participants should bring their own blank note cards to the library, and the only notes permitted during the speech are those which the participant makes during the one-hour preparation period. Participants may use any resources available in the library, including periodicals, encyclopedias and Internet sources. General reference materials may be used for background, but the speech should contain up-to-date information based on periodicals and other sources dated from September 1 of the current school year. All quotations and specific facts used in the speech must have a citation including source and date. Except for quotations, the speech may not be written out in full sentences on the note cards. Participants must show the note cards to the judge before beginning the speech. The tone of the speech should be informative, explanatory and analytical, rather than emotional, persuasive or one-sided.

Judges:   If all criteria are checked student must be recommended.       

                No student can be recommended unless all criteria are checked.

        (Please check the blank at the left of each criterion that has been met)

___ 1.  The introduction clearly sets out the current affairs topic
           and the main points which the speaker will address. 

___ 2.  The organization of the speech makes clear the important aspects of the
           topic and related controversies.

___ 3.  The content of the speech is accurate, up-to-date and relevant   
           to the topic, as defined on the topic card.

___ 4.  Each specific fact and quotation is cited, including source and
          date.

___ 5.  The speech is informative, explanatory, and/or analytical.

___ 6.  The conclusion summarizes the main points.

___ 7.  The grammar and word choice is fluent and appropriate to the topic.

___ 8.  The participant's voice is sufficiently clear and loud.

___ 9.  The participant is confident and poised - given the pressure of the
          situation.

___10. The speech is within the time limit of 3 to 5 minutes (give or take 30
          seconds)
